Education Funding Agency (EfA)
The Education Funding Agency, is the funding arm of the DfE. Stephen Hill was its design advisor for 17 schools, built under the initial Priority Buildings Schools Programme, across Hull and East Riding and North Lincolnshire. This involved assisting the individual schools to develop their project briefs in line with the Agency’s framework guidance.
When the batches of schools were tendered to the framework contractors, Stephen then acted as the expert client reviewing the contractors’ design team’s submissions. This required expertise in school design and the specific DfE guidance on space standards and specifications. He then commented on the designs’ compliance and design quality as they were developed to completion.
In Hull, the schools included large new build secondary schools with sixth forms at Hessle and Wolfreton, and a group of primaries. It also included the refurbishment and extension of Withernsea High School. In North and North East Lincolnshire, the schools included secondary schools at Baysgarth, The Vale Academy, and a number of primary schools across the county.
